
Doctor and Master of Laws from the Pontifícia Universidade Católica de São Paulo (Pontifical Catholic University of São Paulo – PUC-SP). Holds a Post-PhD in Law from the Universidade Estadual do Rio de Janeiro (State University of Rio de Janeiro – UERJ), with research developed as a Visiting Researcher at the Cardozo School of Law (New York). He was a PostDoctoral Scientific Guest at the Max Planck Institute for Regulatory Procedural Law (Luxembourg) in 2017, and a visiting researcher at the Institute de Recherche Juridique of the Université Paris 1 Panthéon-Sorbonne in 2019. He has been Minister of the Tribunal de Contas da União (Federal Accounting Court – TCU) since 2014, and Secretary General of the Brazilian Association of Constitutional Procedural Law. He was General Consultant of the Federal Senate and Director of the CNJ and the CNMP. He is currently a full professor for the Master's degree in Law at UNINOVE (São Paulo). He wrote numerous scientific articles and the books "Recurso Extraordinário, Recurso Especial e a nova função dos tribunais superiores no direito brasileiro", co-authored with Teresa Arruda Alvim (Editora Revista dos Tribunais), "Repercussão Geral: perspectivas histórica, dogmática e de direito comparado – questões processuais," and "Teoria dos Recursos Repetitivos: tutela pluri-individual nos recursos dirigidos ao STF e ao STJ" (Editora Revista dos Tribunais). He organized several collections of articles, such as "Constituição de 1988: o Brasil 20 anos depois" and "Revista de Informação Legislativa Especial sobre o novo CPC" (Secretaria de Edições Técnicas do Senado Federal), "O Papel da Jurisprudência no STJ" (Editora Revista dos Tribunais), "Repercussão Geral da Questão Constitucional" (Editora Forense) and "Novas Tendências do Processo Civil" (Editora JusPodvm).
