Bachelor of Laws from Universidade Federal da Bahia (Federal University of Bahia – UFBA). He was a visiting researcher at Yale Law School, United States, and a fellow researcher at the Max-Planck Institutes in Heidelberg and Hamburg, Germany. Professor of Law in the undergraduate program, and permanent faculty member of the Graduate Program (Stricto Sensu) in Law and Regulation at FGV Rio de Janeiro Law School. His work is specially focused in Public, Economic, and Administrative Law.
