PhD in Public Law from Université Panthéon-Assas (2014), and Master of Laws from Università degli Studi di Torino. Professor of Law in the undergraduate program, and permanent faculty member of the Graduate Program (Stricto Sensu) in Law and Regulation at FGV Rio de Janeiro Law School. Guest professor of LL.M. in Law, innovation, and technology of the FGV Law Program. Full-time researcher professor at FGV Rio de Janeiro Law School, and Coordinator of the Technology and Society Center (CTS-FGV). He coordinates the CyberBRICS project and works in the field of internet governance, personal data protection, and digital policies in the BRICS countries. Author of more than 50 publications on Internet regulation and digital policies, his works have been quoted by newspapers such as The Economist, Forbes, Financial Times, China Daily, Le Monde, BBC, The Hill, O Globo, Folha de S. Paulo, El Pais, and La Stampa, and used by various intergovernmental organizations and regulatory agencies. Luca is a Board member of the Alliance for Affordable Internet, Director of the Latin-American edition of the Computers Privacy and Data Protection conference, and editor of the International Data Privacy Law Journal published by Oxford University Press. Before joining FGV Rio de Janeiro Law School, Luca worked as a Network Neutrality Specialist for the Council of Europe.
