PhD in Public Law from the Université Panthéon-Assas, and Master of Laws from the Università degli Studi di Torino. Professor of Law in the Undergraduate Program, and permanent faculty member of the Graduate Program in Law and Regulation at FGV Rio Law. Lecturer in the LL.M. Program in Law, Innovation, and Technology at FGV Rio Law. Full-time professor at FGV Rio Law, and Director of the Center for Technology and Society (CTS-FGV). He coordinates the CyberBRICS project and works in the field of Internet governance, personal data protection, and digital policies in the BRICS countries. Author of more than 50 publications on Internet regulation and digital policies, his works have been quoted by newspapers such as The Economist, Forbes, Financial Times, China Daily, Le Monde, BBC, The Hill, O Globo, Folha de S. Paulo, El Pais, and La Stampa, and used by various intergovernmental organizations and regulatory agencies. Luca is a Board Member of the alliance for affordable internet, Director of the Latin-American edition of the Computers Privacy and Data Protection conference, and editor of the International Data Privacy Law Journal published by Oxford University Press. Before joining FGV Rio Law, Luca worked as a Network Neutrality Specialist for the Council of Europe.
