PhD and Master in Political Science from the University of Chicago. Bachelor of Laws from the Pontifícia Universidade Católica do Rio de Janeiro (PUC-RJ). He was a professor at the Instituto Universitário de Pesquisas do Rio de Janeiro (IUPERJ) and at the Universidade Federal de Minas Gerais (UFMG), and head of its Political Science department. He was a visiting professor at the Universidade Federal do Rio de Janeiro (UFRJ) and at the Pontifícia Universidade Católica do Rio de Janeiro (PUC-RJ). He was the Head of Research Centers at the Universidade Candido Mendes (UCAM) and at he Universidade do Estado do Rio de Janeiro (UERJ). In the governmental area, he was Director, Vice-president, and Acting President of the Financiadora de Estudos e Projetos (FINEP), and president of the Fundação Nacional de Artes (Funarte) and Casa de Rui Barbosa.
