Capital Market Regulation: Dialogue between the US and Brazil

FGV Rio Law, in partnership with Georgetown Brazilian Law Association (BrazLA) and Center on Transnational Business and the Law, will promote the seminar “Capital Market Regulation: Dialogue between the US and Brazil” on October 22nd. This seminar will bring together experts from Brazil and the United States to explore and compare regulatory frameworks governing capital markets in both countries.

The first panel, “Current issues and challenges faced by Security and Exchange Commissions in the US and Brazil,” aims to address the key issues and challenges faced by these regulatory bodies as they navigate complex economic landscapes. The second panel, “Recent changes and cases studies: A Brazil-US perspective,” will explore the recent regulatory changes and cases in the sector, offering a comparative analysis how each country is addressing the latest changes.

This event is part of “Regulation Week,” an initiative launched in 2023 by FGV Rio Law, aligned with its strategy to become a national and international hub for research and activities involving regulated sectors. The initiative also aims to promote Brazil as a global business and economic powerhouse."

UK- Brazil Dialogue on Data Governance: Navigating Regulatory Challenges and Devising Effective Strategies

This event brings together academics and policymakers from Brazil and the United Kingdom in order to debate data governance challenges that are common to the two jurisdictions, with a view to facilitating mutual learning on effective data governance strategies. It features a discussion on the attempts made in both jurisdictions to promote open data, data sharing and interoperability in some key sectors of the economy, as well as a specific focus on health, where Brazil tried to replicate the successful dynamics observed in the financial sector.

Brazil and Europe: Challenges and Opportunities in the Regulation of Renewable Fuels

As the global transition to clean energy accelerates, both Brazil and Europe have positioned themselves as leaders in the development and regulation of renewable fuels. Brazil, with its long-standing experience in green energy sources and growing interest in green hydrogen, and Europe, with its ambitious climate goals and innovative regulatory frameworks, are at the forefront of this energy revolution. In recent years, the European Union (EU) has ramped up its efforts to meet its climate commitments and achieve carbon neutrality by 2050. In this context, renewable fuels, particularly green hydrogen, have emerged as key alternatives for the decarbonization of strategic sectors such as industry, transportation, and energy production.

However, navigating the regulatory landscape, ensuring market competitiveness, and addressing infrastructural and environmental challenges require coordinated efforts and innovative policy solutions. Regulating this growing market presents specific challenges, such as developing technical standards, certifications, integrating into existing infrastructures, and creating a unified hydrogen market across Europe. Both Brazil and Europe must confront these regulatory complexities while capitalizing on opportunities for collaboration and sustainable growth in renewable energy sectors. 

The roundtable will explore the synergies and unique approaches of Brazil and Europe within this framework. Experts from both regions will discuss the hurdles they face in creating effective regulatory frameworks, the opportunities for cross-border collaboration, and the role that these clean energy sources will play in meeting global climate targets.

Insurance and Pension Regulation

Insurance and pension regulation is one of the themes of Regulation Week - 2nd Edition, which will bring together experts and industry leaders to discuss crucial issues in this field. Proposals for a model of coordination and oversight in regulatory policy in Brazil

The closing event of Regulation Week will bring together experts and policymakers to discuss proposals for a model for coordinating and overseeing regulatory improvement in Brazil. Anna Pietikainen, senior policy adviser at the OECD, and Dominic Mancini, Permanent Deputy Administrator of the Office of Information and Regulatory Affairs (OIRA), will be the keynote speakers. In its 2022 review “Regulatory Reform in Brazil”, the OECD recommended that the country concentrate all or most regulatory oversight functions in a single body, with high-level political support and adequate governance arrangements.

Also participating in the discussion will be Andrea Macera, Secretary of Competitiveness and Regulatory Policy at the MDIC, a leading body in the development of the country's regulatory policy, as well as Pedro Farias, chief specialist for state modernization at the Inter-American Development Bank (IDB), an institution supporting PRO-REG. The event will also feature the participation of representatives of the internal and external oversight bodies, represented by ministers Vinícius Carvalho and Bruno Dantas, respectively, as well as Vinícius Benevides, President of the Brazilian Association of Regulatory Agencies.
